Card Application Procedures for Foreign Nationals

  1. Application Qualification

    1. Legal adults are entitled to apply for primary cards. R. O.C. citizens aged 15 or above are entitled to apply for supplementary cards if they are the spouse, parents, children, siblings or parents-in-law of the primary card holder. When applying for supplementary cards, please attach relevant relationship certificates.
    2. The applicant is entitled to apply for different card types based on his/her annual income:
      1. Individuals with an annual income of no less than NT$2 million may apply for the World Card/ Asia Miles Co-branded World Card/ EVA Air Co-Branded Supreme Infinite Card.
      2. Individuals with an annual income of no less than NT$600,000 may apply for EVA Air Co-branded Infinite Card/ Asia Miles Co-branded Titanium Business Card/Formosa Plastic Co-branded Titanium Business Card/ USD Dual Currency Titanium Business Card/ eTag Co-branded Titanium Business Card/Cash Reward Signature Card.
      3. Individuals with an annual income of no less than NT$500,000 may apply for the Formosa Plastic Co-branded Precious Card.
      4. Individuals with an annual income of no less than NT$400,000 may apply for the EVA Air Co-branded Supreme Signature Card/ eTag Co-branded Platinum Card.
      5. Individuals with an annual income of no less than NT$200,000 may apply for the CUBE Card/EVA Air Co-branded Signature Card/ USD Dual Currency Platinum Card/Formosa Plastics Platinum Card/Asia Miles Co-branded Platinum Card/ Asia Miles Co-branded Journey Card/ Shopee Co-branded Credit Card.
  2. Mandatory Documents

    1. A photocopy of the valid passport of the applicant for the primary or supplementary card(Applicants from Mainland China may additionally attach a copy of the “Taiwan Travel Permit for Mainland Residents”) and a copy of the resident certificate (Applicants who do not hold a resident certificate should present a copy of the entry/exit permit issued by the National Immigration Agency), as well as the photocopy of the withholding tax certificate or passbook cover/passbook inner pages showing the salary payments for the latest three months.
    2. If the applicant for the supplementary card is a minor, the card application should be signed/agreed to by the legal representative at the same time. The applicant should in the meantime attach a photocopy of the documents evidencing his/her relationship with the primary card applicant/legal representative, for example, personal ID card, household registration documents or relevant legal documents.

  3. Notice for Application of Cathay United Bank Credit Card

    Before the applicant decides to apply for the card, please read the following items carefully to ensure your rights and interests.

    1. For life insurance premiums paid to the Bank’s designated insurance companies with a credit card issued by the Bank, if the accumulated payments exceed the credit line approved by the Bank, or the cardholder has bad credit or has defaulted on payments, the Bank shall refuse the payment request with Cathay United Bank credit card. To protect his/her own interests, the credit cardholder shall pay directly to the insurance companies. However, if the terms of the Agreement indicate that the Bank agrees to pay, the Bank is deemed to have approved the temporary increase of the cardholder’s credit line, and the Bank will make such notice on description of the purchase items listed in the credit card statement of that current period. The cardholder shall not refuse to pay with any excuse. Upon receiving the card, no matter whether the cardholder will activate the card or not, the Bank may, in accordance with the authorization, have the premiums debited automatically with the account of the card.(Designated insurance companies: please refer to the announcements made on the Bank’s official website)
    2. The processing of doubts on the account:
      If there is any dispute between the cardholder and the authorized stores with regard to quality, quantity and/or the amount of the product, or between the cardholder and the financial institution for the amount of the cash advance obtained, the cardholder shall look for a solution with the authorized store or the institution; the dispute shall not be excuse for not paying the statement.If there is any of the following meeting the particular circumstance as referred in operation regulations of credit card organizations, such as the reserved product is not transferred by the authorized store, the quantity does not match, the reserved service is not provided, cash advance from the automated equipment is not available or the amount does not match, the cardholder shall look for a solution from the authorized store or the institution advance the cash. If no solution is available, the cardholder shall, before the deadline of the current statement payment date, request a suspension on payment of the said transactions on the authorized store, or advocate his right for a chargeback from the institution advance the cash with all required certificates and documents in accordance with operation regulations of the credit card organizations and temporarily suspend payment to the Bank.
      If the cardholder fails to notify the Bank before current payment deadline, the items stated in the statement shall be deemed as correct.

      For payment suspended due to doubts in the account, the cardholder shall immediately pay once the bank proves it is no doubt or it is not attributable to the Bank. The interest rate shall accrue starting the following day of the original payment deadline with the rate of revolving credit.
    3. Authorized settlement of foreign transactions:
      All credit card transactions of the cardholders shall be paid and settled in New Taiwan Dollars or designated foreign currency. If the currency used in the transaction (including refund) is not in New Taiwan Dollars or the transaction is conducted in New Taiwan Dollars but not in the territory of Taiwan (including transactions conducted in authorized stores or website in foreign countries), the bank is authorized to settle the transaction in New Taiwan Dollars or a designated foreign currency with exchange rates specified by the credit card organization on the settlement date, plus additional service fees charged by the international credit card organizations which is 0.5% of the transaction amount. (The fees charged by international credit card organizations are subject to their respective regulations and are subject to change at any time. Fee details are specified in the statement or announcement made on the Bank’s official website.) The cardholder authorizes the bank to be the settlement agent within the Republic of China to settle transactions paid with the credit card in foreign countries. But if the settlement is above the limit permitted by law, the cardholder shall pay the excess in foreign currency.
    4. Usage of credit card:
      1. Usage of credit card: The credit card is the bank’s property and can only be used by the authorized user. The card shall not be lent, transferred or in any way possessed or used by a third party. Any damage due to violating the Agreement as mentioned above will be the applicant’s and his guarantor’s responsibilities. The authorized store may also confiscate the credit card.
      2. After receiving the card, the cardholder shall sign at the specified space on the back of the card and safeguard the card.
      3. When making purchase with the credit card, please sign in the same manner as you did in the space specified on the card. You shall not refuse to pay the statement using the excuse that the two signatures are different.
      4. If you have another credit card issued by the Bank, they will be under the same credit limit authorized by the bank. If you wish to spend more than the authorized credit lines, please obtain approval from the bank in advance.
      5. The cardholders may activate or terminate the cash advance function at any time.
      6. If the card issued is one with a smooth surface and no raised numbers (or debit card or stored value card), and the charging method by the authorized store is by way of manually imprinting the raised numbers of the card, the transaction will thus fail as there is no raised card numbers to be imprinted.
    5. Procedures to handle the loss and theft of the credit card and the relevant responsibility:
      1. In case your credit card is lost, stolen or other circumstance that causes you to lose possession, please proceed with the following procedures:
        In Taiwan: Please notify the bank via telephone or other equivalent measures and report to local policy within three days you notify the bank, followed by a written report to the bank.
        In foreign country: Please follow the above procedures relating circumstance when the credit card is lost and stolen. You may also visit any bank that issue the same type of card that you report loss of theft. However, you may still need to notify the bank in written report within three days from the time you notify the bank.
      2. Except for the agreed deductible amount that is borne by the cardholder, loss incurred after the cardholder completing the procedures of reporting loss and suspension of card will be borne by the Bank. However, in case of any following, the cardholder will be responsible for the loss:
        1. A third party’s deceit as a cardholder as permitted by the cardholder himself, or the cardholder makes a card available for use by this fraudulent user.
        2. The cardholder let a third party know the password of the card or other equivalent ID cards to advance cash using automated equipment or conducting other transactions.
        3. The cardholder fakes an unreal transaction with a third party or an authorized store, or conducts a false transaction with others.
      3. The deductible amount is capped at NT$3,000 before the cardholder reporting the loss and theft of card. However, in case of any following, the cardholder may be exempted from paying the deductible amount:
        1. The fraudulent use of the credit card is taking place 24 hours prior to the reporting of loss and theft of card by the cardholder.
        2. The fraudulent use of the card can be easily identified either by spotting the signing slip or with due care of a prudent person to distinguish that the signature of a fraudulent user is significant different from that of the cardholder.
        3. The fraudulent user uses the card in an authorized store that requires no signature and processes the card with smart IC card reader, and the transaction is verified not to be conducted by the cardholder or a conspiracy.
      4. With respect to advance cash using automatic equipment, the loss incurred prior to the cardholder reporting the loss and theft are borne by the cardholder, not subject to the deductible specified in this article.
      5. Provided that the cardholder has a circumstance that applies to item 2 of the Agreement as well as one of the following, and the bank can prove it has fulfilled its due care obligation as prudent person, then the deductible of the fraudulent use is not subject to Item 3 of this article.
        1. The cardholder learns about the loss or theft of the credit card and fails to notify the Bank immediately, or in the event the card is loss or stolen, the cardholder fails to notify the Bank until after 20 days of the current payment deadline.
        2. The cardholder violates Article 8-1 of the Credit Card Agreement as he did not sign on the credit card, and a third party has used it fraudulently.
        3. The cardholder reports loss of the credit card but fails to submit documents as required by the Bank, and refuses to help in the investigation or conducts activities violating the good faith principle.
        4. The lost or stolen credit card was stolen or used fraudulently by the spouse, third-degree relatives or cohabitant, employee, or agent (fiduciary) of the cardholder; unless it can be proved that the fraudulent user is pressed with a criminal charge.
      6. In the event the primary card is reported loss or suspended, if no new card will be issue for replacement, the associated supplementary card cannot be used anymore and shall be returned to the Bank. If the card is still in use, the primary and supplementary cardholders are still liable for all payments and expenses arising from using the card. If the lost card is a supplementary card, only the supplementary card needs to be reported as lost, while the primary card remains valid and effective.
    6. Interest of revolving credit and penalty for late payment
      The bank shall refer to your records with the Joint Credit Information Center (JCIC), the Bank's own cost of funds and changes in operating costs to assess your credit profile on a quarterly basis, and adjust the interest rate of the revolving credit with the Bank's credit scoring system. Whenever there is change of the interest rate of revolving credit and that applies to you, the Bank will notify you with credit card statements, written, electronic documents or other means agreed with respect to the applicable interest rate of revolving credit and applicable period. In the event the interest rate of revolving credit increases, you will be notified 60 days in advance.
      If you only pay the minimum amount and not the full amount before the current payment deadline, the Bank shall calculate interest from the date the Bank actually disburses payment on your behalf to the authorized store with the applicable APR (maximum 15%) of the revolving credit, and the calculation will start from the value date on the daily basis and on the unpaid balance. The formula for calculation is described as per below: The accumulated unpaid amount x number of days x APR (15%) / 365 = interest rate of revolving credit (Note: the actual disbursement day is the date reported on the statement.) An example of the interest calculation is per below:
      1. Assume: the cycle is from June 3rd.to July 3rd.
        1. The account close day is June 3rd.
        2. The payment deadline is June 19th.
        3. The cardholder made purchase and paid NT$7,000 with the card on May 20th. The disbursement day was on May 22nd. In addition, this cardholder made another purchase of NT$3,000 on June 1st and the disbursement day was on June 2nd with NT1,000 recorded as principal.
        4. The cardholder paid NT$5,000 on June 19th. Thus, the accumulated unpaid amount until July 3rd is NT$6,000.
      2. Formula for calculation:
        1. Each payable will be offset in the order as prescribed by Article 14-5 of the Credit Card Agreement. (If the payables are of the same order, they shall be offset proportionally.)
        2. The value date is May 22nd. No interest is accrued for June statement, as it will be included for calculation and billing in the statement of July.
        3. The revolving credit interest of the July statement is: the accumulated unpaid balance x number of days x APR = revolving credit interest
          5/22~6/01 NT$(7,000-4,000)×11×(15%/365)=NT$14
          6/02~6/18 NT$(7,000-4,000+3,000)×17×(15%/365)=NT$42
          6/19~7/03 NT$(10,000-4,000)×15×(15%/365)=NT$37
          Total=NT$93
      When selecting a flexible payment plan and the revolving credit is used, you shall at least pay the minimum amount per payment period. The principal of the installment payment of the current period from installment services taking effect after July 1, 2011 (including but not limited to installment payment of principal from general credit card purchases and cash advances), payment for fixed-amount and fixed-period fund subscription, and payment to offshore investment platforms that are not yet approved by Taiwan’s competent authority (including but not limited to eToro) shall be paid by the current payment deadline. Hence, the minimum payable of each period by the cardholder shall be the sum of the following:
      1. The agreed current principal payment from an installment service taking effect after July 1, 2011 (including installment payment of principal from general credit card purchases and cash advances, as well as other payments agreed by the cardholder and the Bank to settle the installment), the payment for fixed-amount and fixed-period fund subscription, and payment to offshore investment platforms that are not yet approved by Taiwan’s competent authority (including but not limited to eToro).
      2. 10% of the new addition amount in current period from general purchases, which is known previously as “payable from general purchases” and does not include cash advance, existing simple correspondence loans, balance paid on behalf by the cardholder, as well as product of special project such as cash advance applied before July 1, 2011.
      3. All payables after the deduction of the “payables from general purchases” referred in the preceding paragraph (for example: cash advance, existing simple correspondence loans by the Bank, balance paid on behalf of the cardholder, as well as product of special project such as cash advance applied before July 1, 2011).
      4. Sum of the amount of all credit card transactions in excess of credit limit and the unpaid minimum balance accumulated from previous statements.
      5. Interest, interest from late payment, penalty and annual fees, as well as service charges for cash advance, reporting loss and card replacement, foreign transactions, access of the signing slips as well as other payables.
      6. Other items included in the calculation of minimum payable amount as agreed by the cardholder and the Bank.For amount specified in Article 2 and 3, if it is less than NT$ 1,000 or equivalent foreign currency it shall be deemed as NT$ 1,000. However, if the cardholder has two (or more) credit cards issued by the Bank, the amount shall be calculated separately (if the amount is less than NT $ 1,000 or equivalent foreign currency for each card it will be deemed as NT $ 1,000 per card respectively).
      If you fail to pay the minimum payment required, or do not pay by the current payment deadline, the revolving credit interest will be accrued as agreed by the Credit Card Agreement, except for the current principal payment of the installment service, payment for fixed-amount and fixed-period fund subscription or payment to offshore investment platforms that are not yet approved by Taiwan’s competent authority (including but not limited to eToro). The unpaid balance of the current period principal or balance of the fixed-amount and fixed-period fund subscription, after offset, shall be imposed with late payment interest with the agreed interest from the day of the current payment deadline to the day the principal of the installment is paid off. The cardholder agrees that the Bank may charge, as agreed by the Credit Card Agreement, the penalty (including processing fee) or the collection fees. Calculation of the late payment is: NT $ 300 per period, however for consecutive late payments, from the second period the penalty will be NT$400, and the third period will be NT$500. The late payment penalty will be collected for a maximum of three periods. If payment is made within these periods, the number of consecutive late penalty will be recalculation.
      1. As presume in the previous example, the cardholder paid only NT$5,000 on June 19th (less than the NT$2,000 minimum payable amount). The unpaid balance NT$10,500 will be a late payment.
      2. The formula for calculation:
        1. Each payable shall be offset in the order as prescribed by Article 14 -5 of the Credit Card Agreement. (If the payables are of the same order they shall be offset proportionally.)
        2. No interest is accrued for June statement, as they will be included for calculation and billed in the statement of July.
        3. Interests of revolving credit: The value date is May 22nd. The revolving credit interest of the July statement is: the accumulated unpaid balance x number of days x APR = revolving credit interest

        4. The value date of the late payment interest is June 19th. The late payment interest listed on the July statement is the accumulated unpaid balance of consumption x number of days x APR = late payment interest

        5. Current late payment penalty is NT$300.
    7. Notice of Student Cardholder
      1. It is recommended that you read the terms of the Credit Card Agreement before you use the credit card issued by the Bank in order to understand the rights and obligations of both parties.
      2. It is recommended that you consider your ability to repay your debt before using the “revolving credit” to avoid excessive credit expansion, leading to excessive debt or a bad credit record, causing an economic burden: cash advance is a temporary emergency service and you shall pay for the service fees and interest, please use with caution.
      3. Please pay attention to the use and safeguard of the card. Once it is lost, please report it immediately.
      4. We would suggest that you consult your legal representative before using the credit card.
      5. The Bank will notify the parent or guardian of the student cardholder that he will be issued a credit card, and may upon request by the parent or guardian of the student cardholder to suspend temporarily, without prior notice or summon, the student’s right to use credit card. The Bank will also provide detail of the consumption directly to the parent or guardian upon request without obtaining consent from the student cardholder. The Bank will resume the student cardholders' right to use the card and after receiving the student cardholder’s submission of the “confirmation to resume the student credit card”. For students who are legal adults, they will need to agree that their parents may exercise the right as mentioned above.
    8. Operations outsourced
      Regarding the collection and payment, computer processing or other matters relating to credit card (such as data input, processing and output of the IT system and development, monitoring and maintenance, as well as marketing, customer data input, printouts of statements and forms, packaging, mailing, archiving of the statements, forms and vouchers, as well as the making of card, delivery of collection letter and legal procedures, etc., (including personal information collected and processed for specific purposes), and if necessary, obtaining approval from the competent authority, as well as outsource a third party or co-work with other members of the credit card organization.
    9. Instruction and notice regarding applying for credit card installment function
      1. Products of the credit card installment refer in this application include installment products for credit card statement, single purchase (such as installment products “刷卡樂分期”, tax payment, tuition, insurance premium), as well as cash advance (such as 錢易通)( hereinafter referred as the installment products). However, the installment amount shall not exceed the perpetual credit limit of the cardholder.
      2. The amount payable for installment products are calculated with the principal amortization method, i.e., the amount applied as principal, will be amortized for periods applied for and paid on a monthly basis. Interests incurred in the installment will be calculated using unpaid balance of the principal with agreed APR. The first interest payment will be calculated with full principal amount of that period. The interest and principal paid for the installment are included as the minimum payable amount required to be paid by the current statement. If the minimum payable amount is not paid up, in addition to the late payment penalty as agreed by the Credit Card Agreement, the applicant will also be charged with late payment interest calculated with applicable interest rate of the revolving credit.
      3. Description of the interest rate on the installment Products: 1. billing amount / single purchase installment products of 3-24 periods, APR is 6%~14.4%(adjustable per cardholder’s credit rating), APR of total expenses is the interest rate of the installment; 2. cash advance installments products: periods applicable for the installment are 3 ~ 30 periods with APR of 7.2%~14.4%(adjustable per cardholder’s credit rating). The account management fee isNT$888. For a loan of NT$100,000 with a one-year period (i.e. 12 periods), APR of total expenses is 8.88%~16.12%
        1. For the special zero-interest installment plan, to qualify to apply and the applicable periods, please refer to measures announced in the official website of the Bank.
        2. In the event the future applicable interest rate for the installment product slower than those of the installment products mentioned above, the applicant agrees that the Bank shall not be liable to make additional notice and may apply the preferential rate immediately.
      4. For installment products that allow the applicant to repay principal ahead of time, the applicant may repay ahead of time without incurring any penalty. However the applicant will not be refunded with the account management fee and interest paid.
      5. If any of the events set forth in Article 22 or 23 of the Credit Card Agreement occurs to the applicant, the Bank may, based on the agreed terms, include the unbilled amount in the next statement. The applicant shall repay immediately.
      6. This application is valid for one year from the date the Bank records the receipt of the application. Upon expiration of the application if the Bank agrees to renew it after review the application but does not receive termination request from the applicant, the Bank will automatically renew the application for another year, the same will apply for the following year.
      7. After successfully application for the installment product, the applicant may call to cancel within seven days the interim period without incurring any charge.
      8. The Bank reserves the right to determine ultimately whether to approve the requested installment products, the periods, and the interest rates. For matters not mentioned in the Agreement, please refer to the Credit Card Agreement of the Bank or visit the official website of the Bank for reference.
    10. Other Matters
      For any matter mentioned in the preceding article, the Credit Card Agreement of the Bank shall apply.
  4. Fees

    1. Annual fee charging standard:
      1. No annual fee is required for the first year when you apply for a card. This does not apply to the World Card, Asia Miles Co-branded World Card/ Titanium Business Card/ Platinum Card, and Eva Air Co-branded Supreme Infinite Card/Infinite Card/Supreme Signature Card.
      2. No annual fee is required for any supplementary cards.
      3. The annual fee for each card is as followed:

        CUBE Card NT$1,800 If the e-statement service has been applied, 12 payments have been made with the primary card in a year, or the total annual spending (primary and supplementary card) reaches NT$180,000, the annual fee shall be waivered in the following year.

      Settlement of Foreign Transaction with Currency Conversion Fee All payments made by the credit card holder should be settled in NTD or the designated foreign currency. If a transaction (including refunds) is not made in NTD, or if a transaction is made overseas (including transactions with contracted merchants located in foreign countries or on foreign websites ) in NTD, the Bank is authorized to settle the payment in NTD or the designated foreign currency applying the exchange rate specified by each international credit card organization on the settlement date, with an additional handling fee charged by each international credit card organization, and an overseas transaction fee (0.5% of the transaction amount) required by the Bank. (The overseas transaction fee currently ranges from 0.8% to 1% of the transaction amount, while the handling fee of each international organization is subject to change at any time and is listed on the credit card statement or on the Bank’s website. )
      Handling fee for retrieving the transaction slips NT$100 for each (waived for Platinum cards or above.)
      Handling fee for Statement Re-issuance NT$100 for each re-issuance (not required for statements from the preceding two billing periods)
      Handling fee for Certificate of Satisfaction No fee will be charged for the first issuance. Ensuing issuances will be charged NT$200 per issuance.
      Fee for Emergency Replacement Card All cards except for VISA Classic Cards (NT$4,500 per card) and JCB Classic Cards (NT$2,000 per card) can be replaced free of charge. (MasterCard no longer provides emergency replacement cards)
      Late Payment Penalty Fee NT$300 per late billing period, with an additional NT$100 for each missed payment (NT$400 in total for two consecutive late payments, and NT$500 in total for three consecutive late payments). Additional Late Payment Penalty Fees will be charged for up to three consecutive missed payments, with the count of missed payment being reset if a repayment was made during the duration.
      Annual Interest Rates of Revolving Credit 6.75%~15% (This will be periodically assessed according to the Bank’s credit rating system) [Announcement on Revolving Credit for Various Products]

    The adjustment of the annual interest rates of credit cards shall be assessed each quarter in accordance with the Bank’s credit rating system. For credit card holders who have defaulted on the terms of their credit cards, their rates will be adjusted according to the terms and conditions of their credit cards. Other fees will be assessed annually to determine the need for adjustment. Any fee adjustments will be announced by the end of October in the same year and will enter effect on January 1st of the following year. However, this does not apply to changes due to circumstances not attributable to the Bank.

  1. 申請資格

    1. 成年人可申請正卡,年滿15歲且為正卡持卡人之配偶、父母、子女、兄弟姊妹或配偶父母者可申請附卡,並請提供關係證明。
    2. 現職需滿一年且年收入如下:
      1. 年滿200萬元者,可申請世界卡/亞洲萬里通聯名世界卡/長榮航空聯名極致無限卡。
      2. 年滿60萬元者,可申請長榮航空聯名無限卡/亞洲萬里通聯名鈦金商務卡/台塑聯名鈦金商務卡/美元雙幣鈦金商務卡/eTag聯名鈦金商務卡/現金回饋御璽卡。
      3. 年滿50萬元者,可申請台塑聯名晶緻卡。
      4. 年滿40萬元者,可申請長榮航空聯名極致御璽卡/eTag聯名白金卡。
      5. 年滿20萬元者,可申請CUBE卡/長榮航空聯名御璽卡/美元雙幣白金卡/台塑聯名白金卡/亞洲萬里通聯名白金卡/亞洲萬里通聯名里享卡/蝦皮購物聯名卡。
  2. 必備文件

    1. 正、附卡申請人有效之護照(大陸地區人士另可檢附大陸居民往來台灣地區通行證影本)及居留證影本(無居留證之大陸地區人士須檢附境管局所核發「入出境許可證」影本)及扣繳憑單或近三個月薪資入帳存摺之內頁及封面影本。
    2. 附卡申請人未成年,須法定代理人共同簽名同意,並檢附與信用卡申請人關係/或法定代理關係之文件影本,例如身分證、戶籍資料或法定相關文件等。

  3. 信用卡注意事項

    1. 國外交易授權結匯:
      持卡人所有使用信用卡交易帳款均應以新臺幣或約定外幣結付,如交易(含辦理退款)之貨幣非為新臺幣或於國外以新臺幣交易(含與設於國外之特約商店或網站交易)時,則授權本行依各信用卡國際組織依約所列之交易結匯日匯率直接換算為新臺幣或約定結付外幣,加計本行應向各該國際組織給付之手續費及本行以交易金額百分之0.5計算之國外交易服務費後結付。(各信用卡國際組織收取之費率係依該組織規定,收取之費率可能隨時變更,並詳載於信用卡帳單或銀行網站)持卡人授權本行為其於中華民國境內之結匯代理人,辦理信用卡在國外使用信用卡交易之結匯手續,但持卡人應支付之外幣結匯金額超過法定限額者,持卡人應以外幣支付該超過法定限額之款項。
    2. 以本行製發之信用卡繳交經本行指定保險公司之壽險保費者,累計當期保險費已超過本行核給之信用額度,或持卡人有信用不良或違約情形者,本行得拒絕持卡人以國泰世華銀行信用卡繳付保險費,持卡人為保障個人權益,應自行向保險公司繳付之。「但本行同意繳付者,即視為本行同意持卡人申請臨時調高信用額度,並以該期信用卡帳單列載之消費說明為書面通知,持卡人不得藉詞拒付帳款。」持卡人收受本行製發之信用卡並授權自信用卡帳戶中扣繳保費者,視同開卡完成。(指定保險公司:以本行官網公告為準)
    3. 消費帳款疑義之處理:
      持卡人如與特約商店就有關商品或服務之品質、數量、金額,或與辦理預借現金機構就取得金錢之金額有所爭議時,應向特約商店或辦理預借現金機構尋求解決,不得以此作為向本行拒繳應付帳款之抗辯。持卡人使用信用卡時,如符合各信用卡組織作業規定之下列特殊情形:如預訂商品未獲特約商店移轉商品或其數量不符、預訂服務未獲提供,或於自動化設備上預借現金而未取得金錢或數量不符時,應先向特約商店或辦理預借現金機構尋求解決。如無法解決,應於當期繳款截止日前,檢具本行要求之相關證明文件,請求本行就該筆交易依各信用卡組織之作業規定,向收單機構或特約商店,辦理預借現金機構主張扣款,並得就該筆交易對本行暫停付款。
      持卡人未於當期繳款截止日前通知本行,視為對帳單上所載事項、金額無錯誤。

      因發生疑義而暫停付款之帳款,如經本行證明無誤或因非可歸責於本行之事由而不得扣款時,持卡人於受本行通知後應立即繳付之,並自原繳款期限之次日起,依循環信用利率計付利息予本行。
    4. 信用卡使用說明
      1. 信用卡屬於本行之財產,僅授權您本人親自持用,不得轉借、讓與或以其他方法使第三人占有使用。如違反前述約定所生之損害,概由您及您的保證人負責。特約商店亦得逕行沒收該信用卡。
      2. 請您務必於收到信用卡後,立即在卡片背面簽名欄上簽名,並妥慎保管。
      3. 您以信用卡簽帳消費時,應使用與信用卡簽名欄上相同之簽名,不得以簽名不同為由,拒絕付款。
      4. 您若持有本行不同卡別之信用卡,則共同使用同一額度,如需超額使用時,應事前徵得本行之同意。
      5. 持卡人得隨時開啟或要求停止使用預借現金功能。
      6. 持卡人持卡片表面無凸字卡號之信用卡(或轉帳卡或儲值卡),如特約商店以人工手動壓印卡面凸字方式進行刷卡交易時,上述卡片因無法拓印出卡號,將無法進行交易。
      7. 持卡人於國內原須以簽名方式結帳之交易,倘消費金額於NT$3,000以下者,部分之美食街、電影院、大賣場或加油站等特約商店得以免簽名方式結帳。持卡人若申辦手機信用卡,依手機信用卡條款規範為主。
      8. 當您在國外簽帳消費後,該帳款會依各信用卡國際組織依約所列之交易結匯日匯率直接換算為新臺幣或約定結付外幣,加計本行應向各該國際組織給付之手續費及本行以交易金額百分之0.5計算之國外交易服務費後結付。因市場匯率波動,故特約商店請款當日匯率與您簽帳消費當日之匯率可能不同。
    5. 信用卡遺失、被竊時之處理與責任:
      1. 您的信用卡如有遺失、被竊或其他喪失占有等情形時,應儘速按下列方式處理:
        國內:請立即以電話或相當之方法通知本行,並於受本行通知之日起三日內向當地警察機關報案,並以書面補行通知本行。
        國外:除可比照上列信用卡在國內遺失、被竊之處理方式外,尚可到國外當地任何一家有發行與您所失竊的相同卡別之發卡銀行辦理掛失手續,惟仍須於受本行通知之日起三日內以書面補行通知本行。
      2. 當您辦理掛失停用手續後,持卡人自辦理掛失停用手續時起被冒用所發生之損失,除約定之自負額外由本行負擔,但有下列情形之一者,持卡人仍應負擔辦理掛失停用手續後被冒用之損失:
        1. 第三人之冒用為持卡人容許或故意將信用卡交其使用者。
        2. 持卡人因故意或重大過失將使用自動化設備辦理預借現金或進行其他交易之交易密碼或其他辨識持卡人同一性之方式告知第三人者。
        3. 持卡人與第三人或特約商店偽造虛構不實交易行為或共謀詐欺者。
      3. 辦理掛失手續前持卡人被冒用之自負額以NT$3,000為上限。但有下列情形之一者,持卡人免負擔自負額:
        1. 持卡人於辦理信用卡掛失手續時起前二十四小時以後被冒用者。
        2. 冒用者在簽單上之簽名,以肉眼即可辨識與信用卡之簽名顯不相同或以善良管理人之注意而可辨識與信用卡之簽名不相同者。
        3. 冒用者於免簽名之特約商店進行感應式付款交易時,經確認非持卡人本人交易且非持卡人串謀之交易。
      4. 在自動化設備辦理預借現金部分,持卡人辦理掛失手續前冒用損失,由持卡人負擔,不適用本項自負額之約定。
      5. 持卡人有本條第二項但書及下列情形之一者,且本行能證明已盡善良管理人之注意義務者,其被冒用之自負額不適用本條第3項之約定:
        1. 持卡人得知信用卡遺失或被竊等情形而怠於立即通知本行,或持卡人發生信用卡遺失或被竊等情形後,自當期繳款截止日起已逾二十日者仍未通知本行者。
        2. 持卡人違反信用卡約定條款第八條第一項約定,未於信用卡簽名致遭第三人冒用者。
        3. 持卡人於辦理信用卡掛失手續後,未提出本行所請求之文件、拒絕協助調查或其他違反誠信原則之行為者。
        4. 遺失或被竊之信用卡係由持卡人之配偶、三親等親屬、或其同居人、受雇人、代理人(受任人)所竊取或冒用。但可證明已對冒用者提起刑事告訴者,不在此限。
      6. 正卡辦理掛失停用手續者,如不再補發新卡,其相關附卡應停止使用並交回本行,如仍再使用者,其因使用所生之帳款及費用,正、附持卡人保證人仍應負責。如為附卡遺失,僅需辦理附卡掛失手續,正卡仍可繼續使用。
    6. 循環信用利息及違約金:
      本行參考您於財團法人聯合徵信中心紀錄、本行資金成本及營運成本變化,依本行信用評分制度每季定期評估審視您的信用狀況,調整分級循環信用利率。您適用之分級循環利率倘有變更時,本行將以信用卡帳單、書面、電子文件或其他約定之方式通知您適用之分級循環信用利率及適用期間,但調高分級循環信用利率,將於60日前通知。
      如您於當期繳款截止日前,僅繳付最低應繳金額或以上之帳款但未全額繳清,則本行將依各筆帳款於本行實際為您撥付消費款予特約商店之日(起息日)應適用之分級循環信用年利率(最高為年利率15%)。就您尚未清償之信用卡帳款,自起息日起按日計算利息。其計算公式如下:
      累積未繳消費款×天數×年利率(以15%為例)÷365=循環信用利息(註:本行實際撥款日即消費往來明細表上之入帳日)
      循環信用計息方式範例說明:
      1. 假設:以6月3日至7月3日為一循環週期
        1. 本行結帳日為6月3日
        2. 本行最後繳款日為6月19日
        3. 持卡人5月20日簽帳消費NT$7,000,入帳日為5月22日;6月1日消費NT$3,000,入帳日為6月2日;6月2日入帳分期本金NT$1,000。
        4. 持卡人於6月19日還款NT$5,000,故至7月3日止上期累積未繳消費款為NT$6,000。
      2. 計算公式:
        1. 各筆帳款依本行信用卡約定條款第十四條第五項約定抵沖順序依序抵沖(順序相同者,按比例沖抵)。
        2. 起息日為5月22日。6月份對帳單暫不計利息,俟7月份一併計算。
        3. 7月份對帳單上所列循環信用利息為:累積未繳消費款×天數×年利率=循環信用利息
          5/22~6/01 NT$(7,000-4,000)×11×(15%/365)=NT$14
          6/02~6/18 NT$(7,000-4,000+3,000)×17×(15%/365)=NT$42
          6/19~7/03 NT$(10,000-4,000)×15×(15%/365)=NT$37
          合計=NT$93
      當您選擇循環信用彈性付款時,每期應繳付最低應繳金額或以上之帳款。最低應繳金額計算公式如下: 因持卡人於100年7月1日以後申辦之分期服務所產生之當期應付分期本金(包括但不限於信用卡一般消費分期本金、預借現金分期本金)、定期定額申購基金及未經主管機關核准之境外投資交易平台(包括但不限於eToro) 之款項,需於繳款截止日前全額繳付,故持卡人每期最低應繳金額為下列各款金額之總和:
      1. 持卡人於100年7月1日以後申辦之各項分期付款服務(包括信用卡一般消費分期本金、預借現金分期本金及持卡人與本行約定分期清償之其他款項等)而與本行約定應清償之當期應付分期本金、定期定額申購基金及未經主管機關核准之境外投資交易平台(包括但不限於eToro)之款項。
      2. 持卡人當期新增信用卡一般消費全部款項之百分之十。前稱「一般消費全部款項」不含預借現金、本行現有各項簡易通信貸款、餘額代償及持卡人於100年7月1日以前申辦之預借現金等分期專案產品。
      3. 扣除前款所稱當期「信用卡一般消費全部款項」後之全部應付帳款百分之五(例如:預借現金、本行現有各項簡易通信貸款、餘額代償及持卡人於100年7月1日以前申辦之預借現金等分期專案產品。)
      4. 超過信用額度之全部使用信用卡交易金額、累計當期以前各期逾期未付最低應繳款項之總和。
      5. 利息、遲延利息、違約金及年費、預借現金手續費、掛失補發手續費、國外交易手續費、調閱簽帳單手續費等其他應繳費用。
      6. 其他經持卡人與本行約定應計入最低應繳金額之應付款項。 前項第2款及第3款之金額合計如低於NT$1,000或等值約定結付外幣,以NT$1,000計。但持卡人同時持有本行二張(含)以上之信用卡時,係依各卡別之交易金額分別計算(各卡別如低於NT$1,000或等值約定結付外幣,各以NT$1,000計)。
      若您未能於繳款截止日前繳付最低應繳金額時或遲誤繳款期限者,應依本行信用卡約定條款計付循環信用利息,但未繳納或未如期繳納金額中,屬於分期付款服務所產生之當期應付分期本金、定期定額申購基金及未經主管機關核准之境外投資交易平台(包括但不限於eToro) 之款項部分,不在此限,應另按未如期繳納之當期分期本金餘額或沖抵後定期定額申購基金及未經主管機關核准之境外投資交易平台(包括但不限於eToro)款項之餘額,自當期繳款截止日起至該期分期本金全部清償日止,依約定利率計付遲延期間之遲延利息。持卡人並同意本行得依約定條款收取違約金(含違約處理手續費)或催收費用。違約金計算方式:每期違約金為NT$300,但有連續繳款延滯時,第二期需計付NT$400,第三期NT$500。前開違約金之收取以連續三期為限,期間依約繳款者,違約金連續收取之次數重新計算。
      1. 依前例之假設,持卡人於6月19日僅還款NT$500(不足最低應繳NT$2,000),餘款NT$10,500延後支付。
      2. 計算公式:
        1. 各筆帳款依本行信用卡約定條款第十四條第五項約定抵沖順序依序抵沖(順序相同者,按比例沖抵)。
        2. 6月份對帳單暫不計利息,俟7月份一併計算。
        3. 循環信用利息起息日為5月22日。7月份對帳單上所列循環信用利息為:累積未繳消費款×天數×年利率=循環信用利息

          合計=NT$3
        5. 當期違約金為NT$300。
    7. 學生持卡人注意事項:
      1. 建議您在使用本行信用卡前,先閱讀信用卡的契約條款,以瞭解契約雙方之權利與義務。
      2. 建議您於使用「循環信用」前需考量還款能力,避免過度信用擴張,導致負債過多或信用不良的記錄,造成經濟負擔;預借現金是一項臨時救急之服務,必需負擔手續費及利息,請審慎使用。
      3. 平時應特別留意信用卡之使用與保管,信用卡一旦遺失需立即掛失。
      4. 建議您在使用信用卡時,先向法定代理人告知溝通。
      5. 本行於核發卡時應將發卡情事通知學生持卡人之父母或監護人,得因學生持卡人之父母或監護人要求,不經事先通知或催告,暫時停止其使用信用卡之權利,如其父母或監護人要求本行提供其消費明細,本行得逕予提供,無須取得學生持卡人同意。本行待學生持卡人提出「學生卡同意恢復信用卡確認書」,再行恢復持卡人使用信用卡之權利。學生卡持卡人為成年人,同意其父母行使前項權利。
    8. 作業委外處理:
      交易帳款收付業務、電腦處理業務或其他與信用卡有關之附隨業務(如資訊系統之資料登錄、處理及輸出,資訊系統之開發、監控及維護,行銷,客戶資料輸入,表單列印、封裝及付交郵寄,表單、憑證等資料保存,卡片製作及送達,帳款催收及法律程序...等【含符合特定目的之相關個人資料蒐集及處理】),於必要時本行將依主管機關核准,委託適當之第三人或與各信用卡組織之會員機構合作辦理。
    9. 信用卡分期功能申請說明及注意事項
      1. 本申請書所指之信用卡分期付款產品係包含信用卡帳單金額分期、單筆消費分期(如刷卡樂分期、稅款分期、學費分期及保費分期等)及預借現金分期(如錢易通等)產品(以下簡稱分期產品),且分期金額不得超過申請人之信用卡永久額度。
      2. 分期產品之每期應繳金額計收方式採用本金平均攤還法,即分期本金採取分期平均清償方式,以一個月為一期,依申請金額按申請期數平均攤還,分期利息則依分期本金餘額依約定年利率計算,首期利息則係以當期分期本金之全部計付。分期利息及每期應付之分期本金均全額計入帳單最低應繳金額內,若未繳足當期最低應繳金額,除依信用卡約定條款計收違約金外,將依申請人當期適用循環利率計收分期本金之遲延利息。
      3. 分期產品利率說明:1.帳單金額/單筆消費分期產品:分期期數3~24期,年利率6%~14.4%(依個人信用評等調整),總費用年百分率即為分期利率;2.預借現金分期產品:分期期數3~30期,年利率7.2%~14.4%(依個人信用評等調整),帳戶管理費用為新台幣888元,以貸款金額新台幣10萬元,貸款期間1年(即12期)計算,總費用年百分率8.88%~16.12%。 ※1:特殊零利率分期活動其申辦條件及適用期間係依本行官網所公告之活動辦法為準。※2:上述分期產品如日後本行提供適用之分期利率低於上述揭露之分期利率,則申請人同意本行不須另行通知即可適用該優惠利率。
      4. 申請人可以提前清償分期產品之全部分期本金,提前清償不收違約金,但已繳付之帳戶管理費及利息不退還。
      5. 申請人發生信用卡約定條款第二十二或第二十三條所載各款事由者,本行得依前開約定條款之約定,將未入帳之金額列於次期帳單,申請人應立即償還。
      6. 本申請書自本行收件登錄日起有效期限為一年,期滿時經本行審核同意續約且未接獲申請人終止本申請書,本行將自動續約一年,其後亦同。
      7. 分期付款產品申請成功後,申請人可於七日猶豫期內來電取消,且申請人無須負擔任何費用。
      8. 本行保留上述分期產品、期數及利率之最終核准權,其他未盡事項,悉依本行信用卡約定條款辦理或參考本行網站。
    10. 其他事項:
      上述條款若有未盡事宜,適用本行信用卡約定條款之規定。

      1. 信用卡年費收取標準:
        1. 各卡申請即享第一年免年費(世界卡、亞洲萬里通聯名世界卡/鈦金商務卡/白金卡、長榮航空聯名極致無限卡/無限卡/極致御璽卡除外)。

        違約金 每期違約金為300元;連續繳款延滯第二期計付違約金400元,第三期起則計付違約金500元。違約金之連續收取以連續三期為限,期間依約繳款者,違約金連續收取之次數重新計算。
        循環信用利息年利率 6.75%~15%(依本行信用評分制度定期評估) 【差別循環信用利率公告】

    ※信用卡利息年利率之調整將依本行信用評分制度每季評估一次,但有信用卡約定條款所定之違約事由者,依信用卡約定條款調整之,其餘各項費用將每年度評估調整與否,如有變更將於當年度十月底前公告並自次年度一月一日起生效,但因不可歸責於本行之事由致有變更者,不在此限。
